REPORT PURPOSE
This independent, experience-based review examines documented concerns involving child safeguarding, policy implementation, administrative conduct, and classroom practices within Ontario’s publicly funded education system.
It provides a view from the ground, presenting the material so that parents, educators, journalists, policymakers, and the public can examine the record and draw their own informed conclusions.

These findings are presented within a safeguarding and governance framework and are supported by direct quotations, documented correspondence, and primary source material.
EVIDENCE BASE
This is an independent, experience-based report written from the perspective of a parent navigating Ontario’s publicly funded education system. It was not produced by a government agency, academic institution, advocacy organization, or think tank. That independence provides a different kind of insight: a view from the ground, documenting how policies, institutions, and accountability mechanisms are experienced by an ordinary parent attempting to understand and engage with the system.
The report compiles personal testimony, documented correspondence with public institutions, Freedom of Information disclosures, and publicly available policy documents. Where possible, original quotations and source materials are presented directly, allowing readers to examine the evidence and reach their own conclusions.
This perspective is a feature of the report rather than a limitation. Parents should not require institutional expertise to ask questions, identify concerns, seek accountability, or understand systems responsible for the education and safeguarding of their children.
Impact and Public Significance
The issues examined in this report extend beyond individual experience, policy, and administration. They carry broader implications for students, families, communities, and the institutions entrusted with educating and safeguarding children.
